On April 14 at 12:39 a.m., a man was walking in the 3100 block of Clarendon Boulevard when he observed a man with his pants down, exposing himself, Arlington police said.
Responding officers located the suspect and took him into custody without incident.
The suspect – 43-year-old Kevin Banks of no fixed address – was arrested and charged with indecent exposure and public intoxication. He was held without bond.
